CENTRAL BANK OF NICARAGUA

Resolution CD-BCN-XLIV-1-20 REGULATION TO THE PROVIDERS OF FINANCIAL TECHNOLOGY FOR PAYMENT SERVICES Dated September 16, 2020. The purpose of this Regulation is to regulate the authorization process for providers of financial technology for payment services and to establish other provisions applicable to authorized providers in the national territory. These providers must be constituted as a legal person aimed to provide payment services and they must to request an operating license before the Central Bank of Nicaragua (BCN). Banks that are subject to the supervision and regulation of the SIBOIF, as well as Microfinance institutions supervised and regulated by CONAMI, that provide financial technology for payment services, will not require to comply with a license procedure before the BCN, but they must to register and comply with the rest of the provisions of the regulation. The payment services for which the processing and obtaining of an operation license and/or registration by the BCN will be required are: Electronical wallets; Mobile point of sales; Electronic money; Virtual currencies; Electronic currency trading and exchange; and Transfer of funds. PRESIDENTIAL DECREE No. 24-2020 APPROVAL DECREE TO THE “NATIONAL CYBERSECURITY STRATEGY 2020 – 2025. Dated September 24, 2020. The National Cybersecurity Strategy sets the guidelines and general lines of actions to face the challenge posed for the country regarding to the vulnerability of cyberspace. This strategy establishes a governance model for national Cybersecurity with a set of tools, policies, security concepts, guidelines, risk management methods, training of specialized human talent, best practices and technologies that can be used to protect information and assets of the Nicaraguan territory and to users in the national cyberspace. The Strategy is dynamic by nature, responds to an implementation period of five years, which will be updated according to the needs of the country, as well as the result of the cybersecurity threat assessments. The main objective of the Strategy is to guarantee the sovereign, safe and reliable use of cyberspace, which allows the use of ICTs as a tool that contributes to peace, stability, security and the sustainable development of the country.
